Es fa servir quan algú fa una infracció, una cosa dolenta i/o il·legal i no és castigat o penalitzat. Tots coneixem uns quants exemples...
Exemple:
"Wall Streets bankers are getting away with murder. They are to be blamed for all this mess!" (Els banquers de Wall Street són els culpables d'aquest merder i no ho paguen)

"They are to be blamed"? No ho havia sentit mai :S El més normal seria "They have to be blamed" o "They must be blamed", no?
Probablement, és força semblant...però també és correcte ;)
Diria que "they are to be blamed" vindria a ser un "they are meant to be blamed" però elidint el verb to mean...
Suposo que el "get away with murder" és també com el col·loquial tot i que castellanitzat "irse de rositas".
